Description:

The WVHTC Foundation is currently seeking a Data Analyst to be part of a dynamic team providing on-site technical support to the Federal Bureau of Investigation, Criminal Justice Information Services Division (CJIS). The individual will be responsible for reviewing, analyzing, and reporting of accuracy of data contributed to the N-DEx (Law Enforcement National Data Exchange) national information sharing program and working to gain a better understanding of available data for current users. The team supported will also develop and implement a data analysis tool and research and analyze data for accuracy, completeness and quality. Therefore, the candidate must have a broad background in software development, data analysis, working in collaborative sessions and experience in analysis and assessment of law enforcement data. As this position is on-site with the FBI, the ability to operate in close collaboration with clients and other staff with excellent communication skills is a must. The successful candidate must be able to demonstrate the ability to be successful through independent action performing data processing and statistical analysis of the project, therefore expertise with basic statistical concepts, models and procedures is required.

Position Responsibilities

• Learn and use new software to evaluate N-DEx data, discover the source data that caused problems, realize patterns,
Create reports and identify longstanding system problems
• Reviewing, analyzing, and reporting of accuracy of data contributed to the N-DEx program
• Use advanced Excel features and techniques
• Analyze and present the results of data analysis
• Perform data processing and statistical analysis of the project
• Work with a variety of information systems and data files, including large and complex files: analyzing file structure, using and creating file layouts, and
transforming raw data into finished products
• Participate as part of a larger team effort to summarize and document data analysis activities
• Successful candidate must have a current SECRET DoD Security Clearance and be able to be cleared at the TOP SECRET level

Required Qualifications

• A minimum of a four-year college degree from an accredited college or university with a degree in computer science, information systems, engineering, or a related technical discipline.

• A minimum of 5 years general computer experience and five years of specialized experience in the analysis and design of application programs on complex, large-scale systems, experience in database, management concepts, and a demonstrated ability to formulate specifications. Can be concurrent for a total of 5 years.

• Strong oral and written communication skills are required.

• Must have a broad background in software development, managing and supporting information technology systems.

• Must have practical experience in the assessment of data and analysis of data to meet policy guidelines

• Must have proven experience working in collaborative sessions demonstrating strong verbal communication and presentation skills.

• Must have a history of producing quality written documentation to include but not limited to procedures and instructions.

• Must have a proven grasp of information technology concepts and principles.

• Must have Experience in the analysis and assessment of law enforcement data to
develop current trends within the information technology and the ability to apply those trends to business processes.

• Must be able to provide the professional skills necessary for all phases of data processing
and the analysis of system data from system contributors. This includes but is not limited to the application of standard, descriptive, and inferential statistical methods for conducting analysis.

• Must have the ability to assume responsibility for the data processing and statistical
analysis of the project. Ability to develop variables and analytic approach in collaboration with project staff. Ability to perform requested tasks with minimal direction. Must have thorough knowledge of variable coding and data manipulation. Must be willing to learn additional analytic approaches.

• Must possess excellent communication skills. Expertise with basic statistical concepts, models and procedures required. Ability to evaluate alternative study designs in terms of sampling issues and power desired. Experience in interpreting and reporting results of analysis, and experience in data processing and file management is necessary.

• Must be able to work effectively with others and have good interpersonal skills, be highly organized and work well under pressure, be able to work independently, as well as under supervision, be willing to accept responsibility and to show good judgment, initiative, and resourcefulness, and be willing to adhere to the principles of confidentiality governing research work and to comply with all ethical guidelines.
